Introduction to Oral Surgery

Oral and Maxillofacial surgery requires extensive hospital-based surgical and anesthesia training. In addition to his training in Oral and Maxillofacial surgery, Dr. Owsley completed a fellowship in Facial Cosmetic and Reconstructive Surgery. As an Oral and Maxillofacial surgeon, he manages a wide variety of problems relating to the face and mouth. Dr. Owsley diagnoses and treats facial injuries and performs a full scope of procedures with expertise ranging from the removal of wisdom teeth and placement of dental implants to cosmetic facial surgery.

About Our Staff

Carolina Surgical Arts has a fully trained clinical staff to assist in the administration of intravenous sedation and all surgical procedures. Our administrative personnel have knowledge and experience with both dental and medical insurance policies and claim filing procedures. All staff members are CPR certified and participate in continuing education classes, ensuring they have the most up-to-date training. Our services are provided in an environment of optimum safety, utilizing state-of-the-art monitoring equipment. We are committed to providing the highest quality of patient care.

Accreditation and Licensure

Our facility is accredited by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO). This is a national, not-for-profit, organization dedicated to raising the level of safety and quality of care in all health care settings. JCAHO has been the Gold Standard in evaluating hospitals for more than 50 years. Accreditation means that this office has volunteered to undergo the same challenging, comprehensive evaluation as the hospitals in our community. A very small percentage of offices across the country have actually gone through this type of evaluation. Carolina Surgical Arts is the only Oral and Maxillofacial surgery office in the state of North Carolina that has met the rigorous JCAHO standards and obtained accreditation. By obtaining this accreditation, we hope to show our extraordinary commitment to provide safe, high quality, state-of-the-art care and a willingness to be measured against the highest standards of performance.

A pre-surgical consultation appointment is necessary for all patients prior to any surgery. The consultation appointment is necessary to review your medical history, complete an examination and explain your diagnosis and treatment options. After your consultation, our administrative staff will review the fees associated with your treatment and schedule your surgery appointment.

Please assist us by providing the following information at the time of your consultation:

  • A referral slip from your dentist and panoramic x-ray, if applicable.
  • A list of medications you are currently taking.
  • A list of any medical conditions that may be of concern prior to surgery (i.e., diabetes, high blood pressure, osteoporosis etc…)
  • If you have dental or medical insurance please provide us with a current copy of your card and all necessary claim filing information. This will save time and allow us to contact your insurance for an estimate of benefits.

IMPORTANT: All patients under the age of 18 must be accompanied by a parent or guardian at the consultation visit.


If your dentist or physician has taken a panoramic x-ray, that is current within the last year, you can request them to forward it to our office. If there is not enough time prior to your scheduled visit with our office, please pick it up and bring it with you to your appointment. If you do not have a current panoramic x-ray, one can be taken at your consultation.

Financial Policy

At Carolina Surgical Arts, we deliver the finest care at the most reasonable cost to our patients.

Payment is due at the time services are rendered. For your convenience, we accept Visa, MasterCard, American Express and Discover. In addition, we contract with several outside financial agencies, such as Care Credit, Chase Health Advance and Well’s Fargo, that will help you with payment arrangements, if necessary.

As a courtesy to you, we will facilitate your care by providing assistance with any applicable insurance you may have. We make every effort to maximize your insurance reimbursement for covered procedures but insurance companies and policies vary widely in the types of coverage they provide. Furthermore, even when coverage is applicable, reimbursement can take between six to 12 weeks. For these reasons we will request a fixed partial payment on the day your surgery is scheduled. This is based on the estimate of benefits your insurance company provides to us. Please remember your insurance company will only provide us with an estimate and does not guarantee any payment. In addition, we are not responsible for misinformed benefits provided by your insurance carrier. If, for any reason, your insurance has not finished paying what you expected from them within 60 days, the balance is due and becomes your responsibility at that time. If they send payment which results in a credit on your account, you or your responsible party will be promptly refunded the difference.

Carolina Surgical Arts is open Monday through Thursday from 8 am until 5 pm and Friday from 8 am until 12 pm. We will schedule your appointment as promptly as possible. If you have pain or an emergency situation, every attempt will be made to provide the necessary and appropriate treatment.

We value your time and try our best to stay on schedule to minimize your wait. Due to the fact that our facility provides surgical services, various circumstances may lengthen the time allocated for a procedure. Emergency situations can also arise and cause delays. We appreciate your understanding and your patience.
